There are a lot fewer refiners than producers of crude certainly. But we do have thousands of small producers in the US. The top 500 crude oil producers in the US produce about 75% of the crude oil produced here.

The other 40% of our oil is from domestic producers, but even there many producers just pump the stuff from their land sell it right away , and have no say in pricing and often get 1/4 or 3/8 of set prices royalty payments.

No producer has a say in pricing. The market sets that. And I wasn't talking about royalty owners when I mentioned those top 500 producers. We probably have millions of those.
