I could have my facts wrong. I have a spatial memory, so I clearly remember the tanker route going from South America to New Orleans, and thence to Europe. I can't remember where I saw it. Could have been on SI, Youtube, or cable news.

Thanks to James Bowers and KLP, my memory is restored. I did have my facts wrong. It's biodiesel, not ethanol that gets the Splash and Dash scam.
