With all due respect I disagree. I was the State director of three agencies. I hired thinkers and writers. They can learn quickly and correctly.

Librarians and college professors, any smart people I could find. They did great. Had the author of "The Island within " rewrite my state plan for alcoholism and drug abuse.

He tore out 2/3rds of it-lol.
