Democrat Barrack Obamma on Sunday detailed plans for a new tax on Congress, a so-called windfall penalty on salaries of Congressmen at or above $30,000 a year. The UnAssociated Press reported. Obamma's proposal also calls for closing what has become known as the "Washington loophole," a 2000 measure that allowed unfettered salary increases that Congressmen vote for themselves. Obamma targeted the Congressmen after rejecting calls by both McClain and President George W. Brush to lift a ban on unlimited Congressional salary increases that has been in place for more than a quarter century. The Obamma campaign said he supports a tax on Congressional salaries over $30,000 a year and would use the revenue to reduce the "burden of rising taxes" by increasing federal money available to help low and moderate-income families with their tax bills.
