The US, CIA, is the sponsor.

Although there is no evidence of oil supply disrupting terrorism by Iran that I am aware of, the US is the foremost advocate of such tactics.

Obviously the strategy of disrupting the supply of oil from the third largest producer in the world by shock and awe and state sponsored terrorism was a policy objective of the US.

The goal was/is to increase profits to political cronies from Houston to Saudi Arabia.

It is working quite well.
