A $300 million dollar price is very small for the government or for the economy, but its large for the recipient. Either it doesn't get claimed, in which case it probably had no big effect, or it gets claimed when the technology would have been developed anyway, in which case its a waste of $300mil, but that's pretty cheap in terms of politicians pushing new ideas, or theres a small chance it gets claimed because the technology gets developed (or more realistically gets developed sooner) because of the prize, in which case we get a positive result.
