aren't some missing? do the Russians care if they are traced to them? The Russians will take the chance they won't be hit.

In 1997, former Russian National Security Advisor Alexander Lebed made public claims about lost "suitcase nukes" following the dissolution of the Soviet Union. In an interview with the newsmagazine 60 Minutes, Lebed said:

I'm saying that more than a hundred weapons out of the supposed number of 250 are not under the control of the armed forces of Russia. I don't know their location. I don't know whether they have been destroyed or whether they are stored or whether they've been sold or stolen, I don't know.

Yep, those Russians are just that stupid.

We don't know for sure, but there is a reasonable chance that up to 100 of those devices are missing. It is also knowns that Bin Laden has on multiple occasions attempted to purchase them, in one documented case laying out $5 Million of his own cash for that purpose. That outlay failed to get him what he wanted, but there continues to be the possibility.

While they might be highly degraded from a lack of maintenance, at the very least they would constitute the dirtiest of dirty nukes.

If anything is stupid, it is stupid to ignore the possibility.
