You are presuming the "Russians" have control of them. There is a reasonable chance they are missing, and we have no idea who has them. Russians? Maybe, maybe not.

As far as we know, they were auctioned to the highest bidder.

We are talking extremely low probabilities. Like being struck with an asteroid in the next few decades.

One thing about probability. If you don't know what it is, you don't know what it is. And wild-assed guessing, such as this, doesn't add to the body of knowledge.

I think one can intuitively conclude the odds of dying by being hit by an asteroid during the next few decades would be lower than that of being a victim of a nuclear terrorist attack during the same period. More importantly, the probabilistic expected number of deaths from a nuclear terrorist attack is far, far higher.
