It wouldn't take billions, but I get the sense you are awfully naive as to how much money AQ has available to it. Even though post-911 funding from US sources has been more difficult, there continue to be massive amounts of just about every currency flowing to them.

The money is available. The difficult part is finding the next AQ Kahn. But it would be stupid to think that person isn't out there somewhere.

I think it would work more like he asks a sympathetic Saudi billionaire to bankroll an effort by a group of Pakistani scientists to create a bomb for AQ. When done its crated up and sent as freight on a ship to NY harbor.
