I don't think limits on trading should be imposed by the law. It's a red herring. What we should be focused on is a level playing field across all trading markets and full disclosure on those trades, so that we always have an audit trail of what happened. Speculation can't be legislated out of existence. Speculation is ultimately what drives economies. In kinder climates, we call it entrepreneurial.

Disclosure is what's important to avoid fraudulent activity or to eradicate the gaming of triage opportunities from imperfections in a trading system.
