The United States has absolutely no jurisdiction over the tar sands of Alberta and no recourse for any perceived offense.

There's always the chance that Canada or its provinces might do something.

My COS.UN shares are locked up in a safe deposit box and I get my dividends directly from Canada. Not even reported to the IRS. I do report them and pay taxes and I don't intend to advertise to friends, family, or Greenpeace where the money is coming from.

I think Obama is smart enough not to believe his own campaign rhetoric. Hate-mongering at tar sands is a pretty safe thing to do.
