I thought the FICA cap turned into the "donut hole."

Either way, if the FICA cap is removed (or the "donut hole" becomes reality), why not also exempt the first $50K of income from FICA? I mean, we've already destroyed the notion of Social Security as a forced savings plan. Why not go all the way and make it welfare for the elderly?
