It's not as if there wasn't profit to be made from state government before.

In this roads business, Under the democrats the roads were repaired mostly by counties with money from the state gas tax. Each county commissioner had it's favorite local contractors to fix the roads and it was kind of a patronage affair. It provided local jobs and local cash flow.

The GOP favored huge Brown&Root sized contractors who hired cheap alien workers and took all the profits back home with them (except for the campaign contributions). The local roads deteriorated while the new construction was streamlined.

Other schemes include new laws to make it difficult to install wind power generators and attempts to sell the lottery to private investors and sweetheart sales of prime state land to GOP donors.

"Wow! They really are the scum of the earth."

Oh, it gets even better.

Like the lobbyist, something we never had before, who was kicking part of his fees to the state Republican party.

They have gotten quite creative.
