I'm not sure about all that lingo, but my spouse and I have a shared plan with (I think) 1400 minutes, plus rollover, text messaging, internet, email, etc. for around $135-142/month including taxes, etc.

I think that Bill is saying that he pays about $8 a month.
Thats it. He uses about 80 minutes of talk time a month.

Prepaid is way cheaper than the monthly plans. It is basically 10 cents a minute with no other charges except the initial cost of the phone.

It is fine for people who just use it to make a receive calls and don't need the internet or email on their phone.
