They will adopt #2 IMHO - as the issue of dabbling in commodities by non professionals is inherently dangerous and for pure speculative purposes. Those markets where designed to enable producer to hedge their production and if there where a small group of speculators that provided more liquidity that was positive. But now with the hordes of cash from institution and J6P hoarding commodities trough ETF's it has a negative effect on the world economies. (Just evaluate the sugar chart). If those trends continue the world will enter a recession J6P will loose his job, will stop pension contribution and retrieve his money and will need also to sell his ETF to buy REAL food and then the world will enter the known Kondriatev (spl?) spiral as we know it. Now as to your theory of excessive free market Hong Kong style I am all for to cut the &^%$# of all those wild speculators. As Shanghai stock market teaches us, recently Chinese speculators are the worst of their kind on earth and they must be stopped at any price - and BTW going on the principle of one child per family I am all for my remark above <GGGGG> BTW same should apply to India and the other populous countries in SE. Asia Africa and ME - for the simple reason that world population growth will ruin the world our children will need to live on with all the ills this growth brings with it, - which will result in great mayhem and the prophecies expressed in the book of revelation will prove true :(
