That is the reality. Republicans can filibuster that motion for the next 7 months to ensure it doesn't happen. The truth is that impeachment simply can't happen. The only path I can see to that is the Dems getting rid of the filibuster. Then push the motion through. But while they are doing that, Bush and Cheney will manufacture another war or terrorist incident, which will get everyone scared witless again, which will make Dems very unpopular all of a sudden, right when they are trying to get Obama elected and trying to win many House and Senate seats from the Republicans.

As a strategy, going for impeachment at this point is not a good idea. Let's go after them after they are out of the White House and they don't hold the levers of power anymore. Then they will be easy pickins.
