There is simply little doubt that Stevens is correct. The framers of the constitution had no way of reading themselves into the gun control problems of major US cities in the early years of the 21st Century. They were focused on keeping armed state based militias in a revolutionary period.

Scalia simply read his own contemporary NRA based preferences into his interpretation. It's certainly not originalism; just making policy based on his originalist claims.
