Commodities prices were dictated with the gunboats moored outside. To give you an idea on how all that started: The Portuguese -the first to put a cannon in a boat- used to fire a round of cannon and then row to land to discuss the price of the spices.

The prices live still today. Now the commodities prices are subject to the law of the supply and demand.
Thus skyrocketing.

You've got to read some musty dusty books mate. Just getting the terms of trade right...
