What do you mean by "nothing"? US refineries have been continually expanding for decades. Right now in the US they are working on retooling, expansion, and pipeline building to handle more product from the Canadian oil sands region. I've seen very little interest in the "new" US refineries you want, but some of the US oil majors are partners in those new Mideast refineries.

Yes, I think increasing oil prices will be driving down US demand for years. The SUV is dead, and the rest of the world will be outbidding us for oil. The falling US dollar is an impending disaster for our way of life.
