That's my thought more than a year and a half ago when the market condition was bullish enough and shipping lanes were safe enough to move on to the next phase of expansion. Now the sentiments are quite different and people have to hold on to their clothings to prevent their naked bodies from being exposed in stormy weather. Nevertheless, I still think Brazil can do well in either way, & so can China.

So the middle east should be building lots more oil refineries and Canada should not be building a pipeline to send more raw oil down south... What you point out sounds more like corporate realpolitik :O)
