It is an easy answer. No real surprise that Congress would jump on it.

The problem is that democracies aren't very good at being proactive. They can only really solve problems that have reached a crisis. Blaming the speculators is a whole lot easier than solving the actual problems. Heck, talking about nationalizing the oil companies is easier.

What is sorely lacking is leadership. We need someone who can set goals and then rally people around the idea. Else we will keep on chasing non-solutions like suing OPEC or rooting out the "speculators".
