Water pipes will never freeze in Auckland and nearly everywhere where people actually live. Elsewhere, such as Canada and Alaska, insulation of pipes and heating them with a wire at very low power would avoid that problem.

But a little bit of space heating would be cheap enough - just enough to take the ice out of the air. The point is to insulate the person rather than the whole huge house for most of the temperature required.

Mqurice
