I would expect opening up ANWR to exploration would be coupled with a ban on exporting any crude from there.

It's understandable politically, but creates a shipping problem. The West Coast Refineries are not able to handle all of it, I think. Probably some is going though the Panama canal to Texas and La.

I expect that there may indeed be such a ban, but there really isn't any point to it. If US oil gets used overseas than they will use less oil, and we can use the oil they don't.
