Good question. Does the President have power to disband the agency?

He'd have to have the Congressional approval to do it, I'm sure....but I'd think he could make it pretty sticky for those who may have leaked the information... And he should. Heaven only knows the real cost to the US and the US citizens lives the leaks over the years have caused. Real cost in both lives and treasure.
