Here's the Nixon lesson - you can't spend your way into the good graces of a liberal. It's not enough to act like a liberal, you have to actively trash conservative to prove you're one of them. In this Nixon failed the liberal litmus test. Bush too. But perhaps not McCain.

Social spending was higher under Nixon than under Johnson

If you read the contemporary account the "higher social spending" to which you refer was social security and farm subsidies. The majority of social programs were increased only by population rise, and that at a time of high inflation.
