Why does the US have the highest crime rate of the western nations? Much higher than the worst of the lot. Is it in our DNA? The innate nature of our culture?

Most likely culture and a legal system that lets them back on the streets too easily to kill again.

I won't argue culture, although it is hard to see what is so different in the US, but the second is patently false. We incarcerate at a higher rate of any other first world country. We also have a higher percentage of our population behind bars.
