The BOP (Blow Out Preventer) is a combination of ram-type and annular (bag-type) preventer elements. The ram type has been dressed with 4-1/2" elements, the presumption is, they are drilling with 4-1/2" drillpipe - a common size. They probably drilled an 8-1/2" hole for their 7". The annular type element can close on any size within its range. The rated working pressure for the BOP is 5000 psi, as stated.

After a casing or liner run, the BOP configuration is usually stated in the drilling reports just in case a well control incident is encountered, to facilitate cleaning up the mess. As per the regulations, they tested the BOP stack to both low and high pressures to prove it works. 250 and 3000 psi. The 3000 psi would be slightly in excess of what they expect formation pressure to be, or if calculated rigourously, the maximum anticipated surface pressure - MASP (my guess).

The 7" casing was run in and cemented with 400 sacks of cement - about 84 bbl of slurry if they blended it "neat" and (I'm guessing here) probably just enough to cement the casing and cover a little ways above the pay zone. They're on a budget - and waiting on the workover rig to complete the well.
