He was a top marksman and complained there would have been a lot more value in teaching people how to fire a gun straight rather than useless marching and saluting techniques.

The techniques taught were vital during Napoleon's day. And learning to obey commands and to march were needed training even today.

Research showed that most soldiers would not fire their weapons during WWII. A minority percentage on each side actually fought the war, the rest hid in their foxholes and tried to survive.

I have always felt that exhaustion was the biggest problem for soldiers. They quit because they can't go on. So fitness is extremely important. But what kind? You need both long term endurance and short term spurts. That's what they are trying to come up with.
