It is often a policy to keep food prices high. Look at the milk compact, or restrictions in importing sugar, or tariffs on alcohol imports, or farm price supports.

True. And not just narrow, but highly selective, because its not just entitlements that went up, so you can't just exclude them, you have to pick and choose what non-entitlement programs you want to count.
