Well, we've got our entire ground military spending our taxes in Iraq and Afghanistan, so the "war" part is hard to deny. The terrorists are all over the world, plotting and planning. Only the poorest, lowest and dumbest go to where our troops are. I suppose you could say we're "evolving" the terrorists with the Bush/McSame "war" approach. I have no doubt that Clark would be much more effective than any of the current clowns.
