I don't find him boring exactly. I just don't think he's all that great a speaker.

Reminds me of a rendition on Bentsen's line to Quayle:

Senator, I've known great speakers, and you sir, are not one of them.

The truth is that people only rave that he's a great speaker for the same reason that Biden got into trouble at the outset of the primary season.
