How easy is it to immigrate to Brazil? Do they pay better than engineers get in China and India? If "easy" and "yes" the problem should be easy to solve. Somehow, I don't expect the answers are that easy. If Chinese are willing to learn French or German to study at universities in those countries I don't expect that Portuguese will be the issue.

Two of my friends who were born and raised in Brazil and still live there got kidnapped at different times. One of them was beaten for 11 days while they emptied 100% of his bank accounts. The other one was held overnight and taken for the max on his atm card, wedding rings and performed a few robberies with him in his car. They both live in Sao Paulo, one is a lawyer and the other a business owner.

Aside from that, I'm going to Carnival next year and I'm dancing on a float though the Sambadrom in Rio. Hopefully they wont want me when I'm in my g-string and pasties :)
