That depends which and what part of government you're talking about. In many cases they are still applying raises they approved 2 years ag when the money was flowing. Particularly at the local level. They can't print money there but they will try to raise tax rates or find ways to slow the downward assessments of property. Some cuts will take place but in the big picture...not that much.
At the federal level, where they print the money and can raise taxes (tax the rich) you'd be more correct. The Federal Government will likely keep on chuggin on. Few cuts of jobs. Maybe the do a token, temporary wage freeze somewhere.
