Incompetence. The (R)'s don't believe government SHOULD work, and they appoint people who make that a reality.

Seems counterproductive, since the government solution to incompetence has ALWAYS been to throw more money at it.

Look at education, for instance. Or the CIA. Or even government-sponsored health care.
