FWIW, California defines a "speed trap" as a speed limit set below the 85th percentile of measured traffic flow, and generally prohibits enforcement of such speed limits. The rationale being that enforcement in such areas is simply revenue-generating, and not safety-enhancing.

Not all states have such laws.
