"Show me some links to refineries that have completed their announced expansion plans." Moving the goal posts, I see. So you do admit you lost that one? Most of them started less than a year ago. So, none have been finished. But, you know that. Hence the mobile goal posts. No doubt, when they finish, you will demand to know when they start refining. And then, reach full capacity. And then... Stupid game. Contracts have been signed. People have been hired. Ground has been broken. The Golden Triangle is experiencing a huge boom right now because of it. Deal with it.
