they pay payroll tax for sure... Social security neednt be funded anymore the way its been done historically. Everyone should pay something but folks below poverty line perhaps should pay no more that $100 per year. This type of thinking goes back to nixons negative income tax and who knows, obama may adopt this too. Its a conservative solution in case you are confused.
