it's rather hard to do a serious negotiation over oil fields when your country is occupied by one of the source countries It might be, but that's also irrelevant to this conversation as we are not an occupying power in Iraq, and also because there IS serious negotiations actually going on, with reason to think the result will be only American oil companies participating in the operation, and no reason to think the terms will be the ones the non-Iraqi oil companies (American or not) want most.
