Brazilian ETF - I believe it's an issue of float/cap. I was at a talk with a guy who ran Scudder's Brazil fund and made huge gains. He pretty much said that most Latin America stocks have too small float or cap for funds to invest. He said that was the reason there were very no country funds except Brazil and most Latin America funds are very overweight in Brazil compared to other LA countries.

Not sure if that is also the reason for EWZ having so few "unknown" stocks. Maybe they are just market-cap weighed for Bovespa.
