The fact that the price of oil fell even after Carter's conservation programs were shut down should tell you something.

Reagan was more concerned about winning the cold war, which he did. Even gave Clinton the opportunity to put in place a real energy policy (or reinstate Carter's) without having to deal with the Soviet Union.

Which of course Clinton didn't do because he felt no need.

The easy thing about ABB is that you don't have to look at the big picture.
