Actually, that's not true.
After McCarthy had announced his candidacy, RFK had said publicly that he could 'foresee no circumstances' in which he would run. Then came the Tet offensive in Vietnam, and RFK declared.

It was a little after that the LBJ took pretty well everyone by surprise with his "I shall not seek, nor shall I accept..." statement.
