Roads are being built, equipment is being installed. The economy is generally developing at a rapid rate. There is no doubt infrastructure is improving. Improving off such a low base might not be surprising, might not be adequate yet, might not be as much as previously expected, might have cost more money than would have been expected, and might have left large areas of the country poorly developed, or even not improved. But there is no doubt that infrastructure is and has been improving.

That the security problem trumps all others........

We can agree on that. (Although its not really like each problem is separate, security helps you build infrastructure, and to a lesser degree infrastructure and development helps bring about the circumstances that help security)
