That's the whole point.

You're quick to blame Republicans for shutting down Carter's energy policies, whatever they actually turned out to be. What, you think the fact that the price of oil falling to $20/barrel didn't vindicate the moves at the time?

Better yet, you want to excuse Clinton for not reinstating them back when we had the opportunity? Why? Because Clinton didn't want to get in the way of economic expansion?

The bottom line is that Carter's dire predictions turned out to be false. No need to pretend that Carter was "forward-looking," because an open-ended prediction that doesn't come true for over 25 years isn't a good one.
