If you THINK you are making some kind of conclusion based on this Iraqi yellowcake --- you'd better check you FACTS first.

NONE of this batch of yellowcake has anything to do with modern day 'rumors' of secret African purchases'.

It was ALL bought back during the Reagan years, and has been completely know about by the US and the UN and the IAEC for decades.

(It has been listed in the UN reports on Iraqi's atomic energy industry as known Iraqi inventory ever since the 'eighties when it was purchased. If you'll read these current news articles about the Iraqi government negotiated sale to Cameco you will see PLENTY of references to how old the yellowcake is, and how long Iraq has had it.)

As a matter of fact --- this 250-odd *tons* of yellowcake was given as one of the logical reasons why the later-day 'Africa rumors' were most likely bunk... because Iraq was well known to ALREADY HAVE such a very large supply of yellowcake. :-)
