I drove I-90 over Lookout Pass, and observed major rebuilding of the bridges in that area. The concrete and steel rebar were completely removed and resided in twisted piles alongside the freeway. They had a huge pile of gravel and large cement mixers waiting to repour the road.

So, your statement is not precisely accurate.

Well we don't have the money because we are doing infrastructure in ..............
