Several reasons:

- Paul Volcker, whose bitter medicine might be necessary. But the side effects could be exacerbated by an economy-killing big government.

- Appeasement, which has been pretty much the hallmark of Obama's foreign policy positions.

- An energy policy that almost reflects that of Carter word-for-word.

- The theory that the Bush administration was more like Nixon/Ford than anything else.

History repeats itself.
