I know all about the debate on whether the preamble clause modifies the active clause. To me, it is quite simple: The preamble merely provides one reason why the active clause is necessary. The language is regrettable because it gives a foot in the door for efforts of people who hate freedom to destroy the meaning of the Second Amendment, but it does not change anything.
