Are they being leased to foreign countries to operate?

Seem to recall that about 10 years ago, this was one of the actions taken in the mid-West.

I found that rather strange and felt it was a national security issue.

If the state legislators cut their salaries/benefits and the size of state governments, there would be more than enough savings to maintain each state's infrastructure. They managed to get the job done in the past, apparently those in charge today have a different set of priorities.
