McCain's plan is to cut spending whereas the democrats want to raise spending. McCain wants to keep the Bush tax cuts in place which have created record tax revenues whereas the democrats want to raise taxes. So McCain has a plan, a plan that doesn't exist since democrats are partisan first, America second.
