The question is not about lending more money to anyone. The question I wanted to pose was - if the regulatory requirement is that stuff needs to be marked to market and that is the reason more capital is required to be raised just to stay afloat, why wouldn't banks give the Feds the mortgage backed securities and get the loan rather than generating capital in the open market? That rate has to be higher than using the Fed, right?
